Create a State Issued Phytosanitary Certificate

The creation and processing of state phytosanitary certificates mirrors the Federal processes.  To create a State Issued Phytosanitary Certificate, complete the following steps:

 

1.Under the Create Application link, click the Without Template link.  You must specify the kind of certificate you will be applying for.
2.Under the Application Step by Step link, select Certificate Type.
RESULT:  The Select Your Certificate Type page appears.
3.Select the appropriate State Certificate option and click the Next button.
RESULT:  The General Application Information of the Application Step by Step appears.

NOTE:  Only the State duty stations of the selected State will be listed.

4.Enter application information in any order by selecting the links at the left of the screen; for example, you can enter commodity information then general information.

 

NOTE:  From this step forward, the Creating and Submitting Applications process is the same for all types of certificates.
