Charge for Certificate Issued Outside of PCIT

You can use the applicant's pre-purchase account to pay for a phytosanitary certificate created outside of PCIT.  The amount entered will be deducted from the applicant's current balance and the transaction will be displayed in the applicant's financial log.

ACO users, ACO Admins, PCIT Admins, and Headquarters will be able to charge multiple phytos for certificates issued outside of PCIT in one time.  They will be able to charge for multiple phytos in Federal Duty Stations, Opt-Out State/County Duty Stations, and Opt-In State/County Duty Stations.  For each certificate, they will also be able to enter comments.

NOTE: You can charge a PCIT or non-PCIT rate.

 

NOTE: State/County charges certificates issued outside of PCIT based on the following:

The Admin Fee will apply if Federal Certificate Types are selected (Form 577 or 579).
The Fee/Rate will be based on the entered Transaction Date.

 

1.To charge a certificate which was issued outside of PCIT, select the Financial Management link at the left side of the screen.
RESULT:  The Applicant Organization Financial Transactions page appears.

 

2.Enter the organization/applicant name (or a part of the name using wildcards "*") and click the Search button. You may also search by Org ID.  Once you search and if no matches are found, you will have the opportunity to add an account for new applicants.
RESULT:  A list of organizations that meet the search criteria appear below the search text.

 

3.Locate the desired organization; click the corresponding Transactions button.
RESULT:  The Applicant’s Organization Financial Transactions page displays.

 

4.On the Applicant Organization Financial Transactions page select the Charge for a certificate issued outside of PCIT option and click the Next button.
RESULT:  The Charge For Certificate Issued Outside Of PCIT page appears.

 

5.Complete the required fields of the Charge For Certificate Issued Outside of PCIT page as follows:
a)Issue Date:  The date the certificate was issued.  You can click the calendar to select the appropriate date.
b)Certificate Type:  The type of certificate.  Select the appropriate certificate type from the drop-down list.
c)Certificate Number:  The number listed on the certificate.
d)Federal or State Fee:  The amount of money that will be charged for the certificate.  Select the appropriate amount from the drop-down list.
NOTE:  The State/County ACO can click the Enter State/County Fees button to add the appropriate fees on the Enter State/County Information page.
e)Comments:  You can click the Add button to enter a comment for the certificate.  The Comments page appears and you can enter up to 150 characters.  Click the Save button to save the comment with the certificate and the button will be changed to Edit on the Charge For Certificate Issued Outside of PCIT page.

 

6.Click the Save button to save your entry.
RESULT:  The Pre-Purchase Account Update Confirmation page appears displaying the pre-purchase account update details.  The total charged fee displays on the bottom of the pagination table.

 

7.Click the Yes button to confirm the total amount to deduct from the account balance.
RESULT:  The Applicant’s Pre-Purchase Account Balance page appears displaying the current balance for the applicant.
