External User

"External users" are synonymous to USDA Applicant users.

PCIT is a public application requiring an USDA eAuth or Login.gov account.  As a public application the user has self-registration privileges to encourage system use and relieve administration responsibilities from the Government.  Users may establish an organization structure to facilitate data sharing and re-use within their organization but must assume administration duties associated with that structure.  All PCIT users only have access to information needed to perform their jobs (least privilege). External user function is limited to the following:

Submitting applications and monitoring status.
Maintaining organization information (for example, organization IDs, consignee lists, and application templates).
Printing file copies of issued Phytosanitary Certificates.

The privileges for external users are assigned as a system function based on the self-registration feature.
e-Authentication is required for all users, public need to register in person at designated USDA sites.

External user roles include the following:

Applicant
Authorized Entity (AE) Applicant
Nursery Applicant
