Internal User

"Internal users" are synonymous to USDA, State, and County PCIT users.

Internal users are defined as those USDA, State and County Cooperators, other Federal Agencies and International Trading Partners with a stake in the issuance, tracking, and review of the Phytosanitary Certificate.

The IDs for internal users are assigned by the USDA APHIS Headquarters and Program Data Management and Analysis headquarters staff or designated surrogates. The organization leader assigns the roles permitted for each ID.  Additional restrictions on the data available to a specific user are enforced by duty station, regional, or country assignments.

USDA APHIS personnel are governed by security policies as defined in APHIS directive 3140.7.

Internal user roles include the following:

ACO Admin Support
Authorized Certification Official (ACO)
Export Certification Specialist (ECS)
Headquarters/Regional Trade Specialist (ETS)
Federal Regulatory Official (FRO)
State Regulatory Official (SRO)
Professional Development Center (PDC)
