Submit Split Certificates

The Split Wizard -Summary page displays the summary information for the split process.  To preview and print the applications, click on Print Application button.  The inspection date displayed on the original certificate will be used for the new certificates.

Prior to submitting, a check will be made to ensure that the original certificate is still valid and that it has not been split by another process.  If the validation failed, an error message will be displayed.  If successful, the original certificate’s status will be updated to “Void-Split”.  This will mark the original certificate so that it is no longer valid.

1.To submit the split, click the Submit & Process button.
NOTE:  If you are an Applicant or AE user, click the Submit for Approval button for an ACO to process.
RESULT:  The Split Wizard – Summary page reappears with the Issue Certificate & Charge Fee for federal users.  State and County users will click the Issue Certificate button.

 

2.To make adjustments to the certificates before issuing them, click the Add Certificate Adjustments button.
RESULT:  The Add Certificate Adjustments page appears.
NOTE: The State/County Information block will replace the Certificate Payment section when State and County users are processing the split request.

 

3.On the Add Certificate Adjustments page you may make adjustments as needed.
a)You can add an Additional Declarations for the certificate. To copy an Additional Declaration, select the Phytosanitary Export Database (PExD) link at the bottom left of the screen.
RESULT:  A new browser window displays the Phytosanitary Export Database (PExD) page. NOTE: You can use the Need Help link in PExD for more information on the Additional Declarations Help topic.
Copy and paste information from PExD into the box as needed, or you can select a standard statement from the drop-down list.
b)You can enter Additional Official Phytosanitary Information to facilitate re-exports by entering measures that were conducted in the US.  Click the Harmful Organism Selection Tool button to select harmful organisms to be entered under Lab Test, Field Inspection, and/or Pest Free Area.
c)You can make Certificate Adjustment & Payment updates as necessary.  If you wish to add additional countries that the shipment will traverse to before reaching the destination country, click the Add Country of Transit button.  If you would like to change the ACO responsible for issuing the certificate, use the Select An ACO drop-down list.  To update the calculated fee for the certificate, click the Change Fee button.
NOTE:  PCIT only collects fees with the issuance of a certificate.

 

3.Click the Save button to save your changes.
4.To issue the certificate, click the Issue Certificate & Charge Fee button.
NOTE:  Issuing the certificate at a federal duty station will debit the applicant’s pre-purchase account the fee amount.
IMPORTANT:  Only click the Issue Certificate & Charge Fee button once to avoid possible duplicate charges.
RESULT:  The Split Wizard – Confirmation page appears.

 

NOTE:  Form 579 Phytosanitary Certificate for Reexport, State, and Nursery certificates; as well as certificates with multiple units or package descriptions are not eligible for the split process.  Also, a split option is not available for certificates with 'Other' as the Unit of Measure.
