Federal Fee and USDA Administrative Fee

PCIT provides functionality for collecting the USDA Administrative Fee when States and Counties issue Federal certificates.  PCIT provides optional functionality to collect the fees charged by States and Counties for their efforts when issuing Federal certificates.  If State certificates are issued within PCIT, PCIT can also collect the associated fees.

NOTE: The Admin Fee should not be charged when the certificate is being replaced due to ACO error.
