Review a Certificate

VEHCS alerts the USDA VS Field Office staff of submitted certificates by displaying a message on their VEHCS Home Page.  The Export Data Examiners (EDE) and Veterinary Medical Officers (VMO) will be able to review Submitted VS Export Health Certificates.  VEHCS will provide an area for the EDE and VMO to enter notes or comments regarding their review.

 

If corrections are necessary, VEHCS allows the EDE and VMO to document issues with the certificate and return it to the AV for correction; the status will be set to ‘Returned’.  The AV can then correct the information and resubmit the certificate.  Upon resubmit, the status is set to 'Submitted'.

 

If addendums are needed, VMO must review the Attachments section to mark which attachments are addendums. If the document(s) required to be incorporated into the final endorsed certificate has been uploaded with other supporting documents in a single attachment, they must be separated. Follow these steps:

 

1.        Download the attachment.

2.        Use Adobe to create and save a file for the documents required for the final endorsed certificate and another for the remaining supporting documents.

3.        Click the ‘Add Attachment’ button in VEHCS to upload the separate files.

4.        Delete the original attachment.

5.        Select the box next to the documents that need to be incorporated into the final endorsed certificate.

 

 

If this is a Re-issue request, a block will display near the top of the certificate with the Parent certificate information and the Reason for the reissue.  Parent certificate can be accessed by clicking on the parent certificate number for comparing the details between new certificate and Parent certificate.

 

 

If the review is completed by an EDE, VEHCS will enable the EDE to update the status to ‘Reviewed’ and the certificate is ready to be endorsed by a VMO.  The VMO can also choose to update the status to ‘Reviewed’ and the certificate can be endorsed later.

 

Additionally, VEHCS will enable the EDE and VMO to enter reviewer notes and update the status to ‘Review In Progress’ for reviews that have been initiated but not yet completed.  The EDE and VMO can complete the review later.

 

Once the review is completed, the VMO can endorse and complete the VS Export Health Certificate.
